Steps
1. Actor - KDOT PMS Operator Queries for segments with missing or bad data
2. SYSTEM responds with data from query
3. Actor - KDOT PMS Operator determines if the data is missing or bad or otherwise acceptable
    3.1. Any bad or missing data is fixed with
        3.1.1. Averaged data across the nearby-neighboring segments
        3.1.2. Default based upon action type
        3.1.3. for Missing Data other option is to rerun the processes (LCMS, TCR, JD) against existing scanned data
        3.1.4. Flags the date field with January date encoding
            3.1.4.1. 1-1 Default values due to construction
            3.1.4.2. 1-2 Average value across adjacent segments
            3.1.4.3. 1-3 Subjective rating made during survey
    3.2. Submits the updated segment data to system
4. SYSTEM updates data in PMS Database
5. Actor - KDOT PMS Operator Queries the segment data
    5.1. Validates and Verifies the data across large samples from each district
